User Guide — OPERAT Express
What is it?
A web wizard to prepare your OPERAT declarations (French tertiary decree): import your Enedis/GRDF CSVs, verify ADEME calculations, download the import file — then submit yourself on operat.ademe.fr before September 30th.

You are subject to the decree if your building (or the tertiary portion of it) meets all 3 criteria:
- Floor area ≥ 1,000 m² for tertiary use
- Tertiary use: offices, retail, hotels, healthcare, education…
- Built before 23/11/2018 (newer buildings are also subject from the same threshold)
Full workflow
1. Create a site
For each subject building, enter:
- Name, address, postal code, city
- Tertiary floor area in m²
- Activity category (offices, retail, education…)
- OPERAT EFA identifier (if already known)
2. Import consumptions
Enedis: Enedis Pro client portal → My contracts → Download consumption data → Monthly CSV
GRDF: My account → My consumptions → Export CSV
Import the CSV file into OPERAT Express (“Consumptions” section). The tool automatically aggregates by year.
For other fuels (fuel oil, district heating, wood): manual entry from your invoices.
3. Verify calculations
OPERAT Express applies the public ADEME methodology:

4. Generate the import file
- Download the OPERAT-formatted CSV file
- Download the declaration checklist
- Log in to operat.ademe.fr
- Import the file, verify each site, submit before September 30th
